If you plan to drive into the mountains or to lakeside viewpoints, yes — extra ground clearance makes narrow roads more comfortable. For coast-only trips a compact is fine.

All main roads to Žabljak, Kolašin and Durmitor are paved. A SUV or 4x4 is more comfortable on narrow switchbacks and gives extra ground clearance for unpaved viewpoints.

Yes — the main routes (M3, M18) are cleared and open in every season. For off-the-map viewpoints in spring, we recommend a 4x4 or all-wheel-drive vehicle.
